LEFT CTRL is not being detected nor working in AoM, RIGHT CTRL works - works as expected in other processes/games

Trigger Event:

I can verify that the LEFT CTRL is working on keyboard tester and using copy/paste hotkey functionality (CTRL+C/CTRL+V) plus functioning flawlessly in other games but when I try to use it for the group hotkeys it just doesn’t work. I’ve tried rebinding it manually to be Control + 1,2,3,4,5 but the hotkey is not detected. RIGHT CTRL works just fine for control group assignment in contrast.
