LOS of buildings is limited to 20

Issue:

The line of sight of Ethiopian Outposts and Towers is limited to 20. This makes the team bonus of +3 LOS for outpost and towers useless in Imperial Age. With Town Watch and Town Control researched, the LOS of their Outposts should be 21 in Castle Age and 23 in Imperial Age but it does not exceed 20.
The LOS of towers is also limited to 20 although it should be 21 for any civ with Bracer researched and 24 for Ethiopians.

Reproduction Steps:

  1. Start a game with Ethiopians in Post Imperial Age.
  2. Build an Outpost.
