Macedonian Imperial Hippodrome does not allow the Riddari to be upgraded to Elite when using a controller

Issue: In controller mode, it’s not possible to upgrade the Riddari to Elite using the Imperial Hippodrome landmark.

We can properly upgrade the Riddari to Elite using the Stable or the Varangian Stronghold, but it does not work when using the Age II landmark, the Imperial Hippodrome

Repro Steps: With a controller, advance to Age II with the Imperial Hippodrome, then go all the way to Age IV. You will notice that the Imperial Hippodrome does not allow you to upgrade the Riddari to Elite.
