Because that’s not their goal. Their goal is to counter archers.
Samurai have the same issue as it is advertised as faster striking (and slightly is). You can even argue Celts with their Speed bonus making their UU feel less unique

Mongols have a civ bonus that makes Cavalry Archers fire faster.
The same way Britons have a civ bonus that gives Archers more range.
Both kinda reduce the uniqueness of the Unique Units.
Magudai just happen to be very good anyway so people actually use them.
Magudai are a lot faster firing then any other civilisations Cavalry Archer the same way the Longbowman are much longer range then any other civilisations Archers.
Just ignore that the generic version of those units are also fast firing/long range for those civilisations.

Mangudai has less frame delay than cavalry archers. So they ‘attack faster and smoother’ when hit-and-run. Mangudai is already a very good UU that doesnt need any buff.
