Whenever you play as Mexico and choose to revolt as California, you will not be able to upgrade your fleet to the Imperial level due to the upgrades being locked. Even after you have sent the ‘‘San Diego Port’’ card.

Here’s the steps to reproduce the issue:

  1. Play as Mexico.
  2. Advance into the Industrial Age.
  3. Revolt as California.
  4. Pick the ‘‘San Diego Port’’ card.
  5. Select Dock.
  6. Unable to upgrade ships to Imperial levels.

You should be able to upgrade the fleet to Imperial levels for free, but with a significant research time.
