Not sure if intended but it has the old stats (12 range, no multiplier, etc)

1. select mexico
2. send 10 navajo shipment

Also USA age 4 shipment has this problem. Navajo get worse and 10w cheaper than before, I think these shipments should be buffed. 11 navajo from 10 for Mexico and 23 navajo from 21 for USA.@gmenyhart
