Military Academy (Improved) did not work on Khaganate Palace at all

Military Academy (Improved) did not work on Khaganate Palace at all.

  1. If you directly research ‘Military Academy (Improved)’ (without the normal one), there’s no effect at all on Khaganate Palace (aka 0% speed up).
  2. If you research the normal Military Academy first, and then the improved version, only the normal Military Academy works (aka 33% speed up).
  3. Normal Military Academy seems to work correctly on Khaganate Palace (aka 33% speed up).

There are already very few stone improved researches Mongol can afford for. Please fix this!

Also, ‘Raid Bounty’ sometimes (not every time, not sure about the probablity) only works when the building is distroyed completely, instead of being ‘igniting’.
