I don’t think this is intended? Works in matchmaking(ranked). I only play Mongols but for people who play multiple civs it lets them counter their opponent easier when it’s meant to be hidden.

It’s probably just a coincidence but I keep getting matched against English every game since I found out about this bug.

It might be! There was a fix coming; not sure if it made it in this one. If it didn’t, it will be fixed in subsequent patches. Thanks @MISTERSMELL!
