The orange player got an Eagle Scout instead of a Champi scout.

Only played once, scenario related.

Here’s the steps to reproduce the issue:

Launch mission 2 of the Inca Campaign
Process the first battle and wait for instruction
Once you get your town, you can see orange vision and he got one lonely eagle scout somewhere near the middle of the map on a river.

Tupi not having Eagle-line related unit.
