The mill failed to generate for one player on Karsts in the empire wars game mode.

  • Less than 25% of the matches I play (RARELY)

Here’s the steps to reproduce the issue:

  1. start a game of empire wars on Karsts
  2. check if all players have all their buildings or units
  3. repeat steps 1 and 2 until an issue is found

OR

  1. set up a game of empire wars on Karsts in the scenario editor
  2. check if all players have all their buildings or units
  3. if no issue is found generate another map
  4. check if all players have all their buildings or units
  5. repeat steps 3 and 4 until an issue is found

All players start with the same number of buildings and units.
