Missing upgrades

  1. Saracens do not upgrade Zealotry.
  2. Koreans do not upgrade Elite War Wagon.
  3. Romans only use crossbowmen instead of scorpions.

Do you mean the AI don’t do these actions? What difficulty are you playing on?

All including Extreme AI, and I’ve never seen an AI do that upgrade on its own, so there’s no other way than skipping AGEs beforehand when starting.
