Yeah, none of my icons are working now in my Coronovirus mod. 
Also, custom strings are no longer working either.
Although suddenly, somehow I fixed it. Relaunching the game or going into the scenario editor may have contributed. Maybe try turning off your mod, quitting, and then restart the game and turn the mod on again?
