Mongol AI does nothing during skirmish

Issue: AI Mongols in Skirmish don’t do anything

When playing against the Mongols in Skirmish, the AI does nothing except for build a ger and then remains inactive the rest of the game.

Repro Steps: Start Skirmish game against Mongol AI

  1. Start skirmish game against Mongol AI with Map revealed.
  2. Inspect Mongol AI player.
