the Mongolian AI does nothing, in all difficulties, just that.
The Mongols for me, even make , build and attack.
However, I had problems in some matches… There were times, where the Mongols had several buildings “packed”, but there were several of them and they did not “unpack” the construction to have a fixed base on the ground. Literally everything was standing there, and with several villagers and armies, but its base was stagnant, with a large number of “packaged” constructions.
