Issue:
Tech Military Academy (+33%) and Improved (+53%) do not work on Khaganate Palace (Mongols). Without tech and with any version of 33% and 55%, the Palace Guard creation time does not change and is 55 seconds.
Previously, there were problems that are no longer relevant:
First, if you research Military Academy (Improved) before researching Military Academy, it will not work on Khaganate Palace. Also, the efficiency of Military Academy (Improved) is far from 53%. According to my test, it should be less than 10%.
Military Academy (Improved) did not work on Khaganate Palace at all.
If you directly research ‘Military Academy (Improved)’ (without the normal one), there’s no effect at all on Khaganate Palace (aka 0% speed up).
If you research the normal Military Academy first, and then the improved version, only the normal Military Academy works (aka 33% speed up).
Normal Military Academy seems to work correctly on Khaganate Palace (aka 33% speed up).
