Mongols - Packed buildings are affected by the Siege Works Upgrade IF they are packed at the moment the upgrade finishes

As Mongols, any buildings that are packed (able to move around) the moment the Siege Works Upgrade finishes will benefit from the upgrade (20/30% HP and +10/15 Ranged Armor), and persists in packed or unpacked forms as long as the building is not destroyed.
