It’s age 4 card, but does exactly the same thing as age 2 “Native treaties” for europian civs.
Tested on map California, allied with Nootka and Klamath, giving 9 units in total
Because it’s age 4 card shouldn’t it do more?

This aspect of the card is by design. It is made in this way because Hausa can get many more alliances than other civilizations.
