It will not be OP. But I prefer to give a powerspike in early castle age to compliment its cheaper age up bonus and get compensation for weaker early game. Like cheaper xbow upgrade+ free pavise upon reaching Castle age.
I think merging arson into m@a upgrade will be more than enough for feudal age.
