I think so too. PLC could certainly be a Consulate option for the Persians civ - and only for them.
Data on alleged revolutions could be added only for the purpose of provoking a storm of interest.
This may sound overly optimistic, but maybe they also have Asian DLC planned after the release of the Baltic DLC.

Thanks for sharing this! though I almost think it deserves its own thread. I think a lot of people were becoming concerned and this is good news! Hopefully we’ll get a October or November patch and a December DLC release (and a patch or two shortly after as most likely something will be an issue).
Besides being added as a Civilization, Poles can also be added as a Revolution option for Germans and Russians, as is the case for Americans, Mexicans and French, who have their Civilization version and their Revolutionary version. Some people think that it is unnecessary and redundant to have a Revolutionary version of a Civilization, but I believe that Revolutions represent different moments in a country’s history, like when they rebel against their mother country or against the country that dominates them, or when a civil war occurs, or when a very big social change occurs, etc., so Revolutions have their own characteristics that are different from a Civilization.
I kind of assumed it secretly was a way to garner support for making them a real DLC because of the expected feedback.

Since a developer has shown up, the patch may not be too far away, most likely we’ll get the patch in October or November and the DLC in December. (speculation)
