Bracer upgrade option in Blacksmith still locked after Imperial Age is researched in Lithuanian campaign Algirdas and Kestutis second mission, No Man’s Land.

Here’s the steps to reproduce the issue:

  1. Reach Imperial age to check if Bracer upgrade option is still locked

Bracer upgrade should unlocked after Imperial Age is researched.

Check the scenario hints. It’s quite likely it was disabled on purpose, as that tends to be the case with techs you can’t research in campaigns.
