Issue: Only three deer spawns on highview ranked multiplayer

Trigger Event: HRE, Multiplayer, high view spawn

(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)

Repro Steps: Cannot reproduce - select high view as map, Taiga Summer spawn in as seed: 18893a53 as hre pink vs byzantines purple

1. Cannot reproduce - select high view as map, Taiga Summer spawn in as seed: 18893a53 as hre pink vs byzantines purple

2. (Indicate if you were able to reproduce this, to help us identify frequency of the issue) - I was not able to reproduce in custom game lobbies using highview + mapseed+ taiga summer biome - and hre vs byzantines
