here it is a 1v1 treaty and my opponent made tons of tp outside. Is he cheating with software or is this bug? Notice I was red and blue made TP just outside my TC ring. However when I tried to do it the game says “activity unavailable”.
I have seen stuff like that too. Even people building TC that look way to far out to be in their treaty ring

If it was nomad explorers can build them before building the TC
