Even if it only includes the Jurchens and Khitans, it can still be an excellent DLC as long as it’s done well. There’s really no need to force 3K into it.

I honestly recall saying how they must’ve planned to add the Tanguts, because the Khitans had so many Tangut elements to them that it made no sense. Back then I was saying how Khitans probably had Xianbei elements integrated into their civ, before those were given to Wei later in development, while the Khitans were forced to have Tangut elements put into them instead. Cost-cutting measure when they were forced to switch the Tanguts out.
It honestly felt like I was pulling strings there, but knowing they planned to add Khitans at some point, I feel justified in thinking that.

They need to go back to China to give Chinese and the other 2 campagins and they can make the Thai and Tanguts well they are at it

Yes, but honestly with hearing just how scared Microsoft’s lawyers are of China, at this point I feel like the China area will never be touched again, which is a shame but you know…
I’ll find it highly ironic if a Chinese company makes a highly popular AoE knockoff with Tibetans, Tanguts, Bai/Dali, Thai, and all the other missing Sinosphere civs. Microsoft would be proven that its lawyers shouldn’t interfere in game design, and a new haphazardly created Chinese DLC for AoE2 would follow.

It wouldn’t even be that wild in terms of what companies in China have already made that would be offensive to Chinese people.
There’s a Chinese Gacha game about WW2 warships being turned into Anime Waifus and one of the most prominent factions in that game is the Imperial Japanese Navy.
The exact version of Japan that China hates because of what happened happened in WW2 and gave bans in it’s depiction of in media.
