After you research “Incendiary Arrows” at the Observatory/University, the arrow animations don’t change (i.e. don’t show flames). I think the bonus is being applied so it’s just the animation that’s bugged.
Has this been reported already? I’d find it surprising if I’m the first one who noticed it. I searched and came up with nothing.
