It seemed like that was exactly the problem, added XBOX went back to Microsoft Store it was already updating. You sir are a hero.

Had this is issue for some time, good fix!
That’s why you don’t use Windows Store
Works for me even without restart, just installed that Xbox app, went to MS store and clicked Get updates.

i installed xbox app and utility services tool on the store. when did they change this? im glad i came on here to find out. theres probably a bunch of people who dont even know about this.
