Pathfinding is bugged again

Issue:

  1. When commanded to attack a castle, bombard canons won’t cross gates to get into their range, but rather get stuck behind walls.
  2. Units have a hard time boarding onto transportation ships.

Reproduction Steps:

  1. Enter Kyoto from historical battles
  2. Try to do the commands above
