So, culverine melts bombards and springalds, it does what it was invented for. What’s the problem here?
Culverins have the exact same set up/dismantle time as Springalds, and Springalds also say ‘no set up time required’ in its tooltips. You can test them in-game yourself, they will set up and fire/dismantle at the exact same time.
The tooltips just exaggerated how fast they can set up/dismantle; culverins and springalds are both working as intended at the moment.

solution is like aoe3DE, each siege took 4 to 6 pop, so if you want to mass siege you had no army, lets count it as the people who deploy it (although we cant actually see them in-map) but its a nice solution, and then the nerfs you mention could be added too
Culverins say attacks without having to setup, they don’t pack/unpack. Springalds “fire quickly after setting up” which I think is supposed to indicate the quick pack/unpack time.
Culverin spam can only be an issue in the supreme lategame, and even then good luck outproducing your opponent if they just make scouts (or other chaff) to counter this. 600gold per unit is not nothing, especially considering that the only Civs that can spam this unit are the Abbasids and HRE. And I don’t think anyone would call either of those civs OP.
For the record, you can make 2.5 springalds for the cost of 1 culverin and every Civ can make the springald, making the springald also a viable counter to the culverin.
I think culverins are fine the way they are, heck, when you can choose between a bombard or a culverin why would you ever pick the culverin? Maybe they should get a buff.

But culverins do close to no damage to non siege… I see no problem.
The principal problem is mass mangonels with a couple of bombars and a couple of springalds (even if mangonels in enough number can destroy other siege, but have a couple of springalds is not bad)
