The issues with Rome are the massive overlap with the Greek pantheon, the human unit roster being partially represented with the Atlanteans, the mythological unit roster being mostly the same as the Greek one, and the fact that we already have two Mediterranean civs (three including the Atlanteans) and could really use some more variety.

Considering this, the only logical reason why the Roman civilization could exist in AOMR would be because it would allow for reusing Atlantean units, Greek gods, and along with adding some new features (like a new architecture set) it would allow for the Romans to be included as a sort of variant civilization like in AOE4, which some people would probably like but others wouldn’t, and that would be the problem (if it was in AOE4 there would be no problem).
