Pious Sacrifice Does not work

Issue: Pious sacrifice (age 4 infantry tech from temple Persephone) not working. Units receive no performance change or buff from this tech when nearby units die

Trigger Event: An infantry unit dies when Pios sacrifice is researched

Repro Steps: Research Pious sacrifice. Allow an infantry unit to die in combat next to other infantry units
