Where in the game can you find and play the above 2 new factions?
Can they be played in campaign, skirmish, or multiplayer?
I usually play using single player gameplay mode!
They do not have campaigns so far.
Yes they can be played in skirmish and multiplayer. If your game is updated they should be there in the list with all the other civs.
Also, in case you do not know there are two new Art of War missions. One is for the Malians and one is for the Ottomans, they are pretty fun.

Go to single player menu. Then look at the tabs at the top.
