I think this is solely an MP problem, probably related to latency or sync problems between clients.
I have been playing SP almost daily and the explorer never got stuck for months now.
In MP games, units do get stuck even in plain open fields, but I usually play with people who have really terrible ping, so I think it is somewhat related.
