If Royal Union is not sent, Companion and Lipka Tatar unlocked by Royal Banner card cost 2 pop each.

They cost 1 pop each if Royal Union card is sent, regardless of whether Royal Banner card has been sent, before or after.

send Royal Banner without sending Royal Union
