The sanscullote can actually maintain pretty much the same eco as the cdb if you send the upgrade cards, saw a video where they compared the eco of sanscullotes vs cdb in age 4 late game, I think it was slightly better on food with the field hospitals and worse on wood or coin but score remained pretty much identical.
In fact, I agree with this statement, as long as we are talking about supremacy matches.

The developers should update the Peruvian legionās charged ability or at least allow them to use the grenade launcher upgrade.

Yes, but they tried to focus the rev of Haiti on pirates, since they are hardly used in the game and slaves were not going to be included in the gameā¦
They should have made Haiti a freed-slaves revolution and make an actual pirate revolution instead like the Pirate republic

Haiti rev could get a new unit like Caco/Picket instead of just having pirates.
