I am sure the reason why Portugal has such emphasis on ranged units in the game is because they decided to focus more on the Napoleonic Era Portuguese military than on the early imperial phase for the country in order to differentiate it more from Spain (which is heavily focused on its early imperial stage in the game). It’s one of those weird compromises that have to be made when you base a game on a time span where the military tactics and units evolved quite drastically from beginning to end.

They can still be an early mid game and be different from Spain but focusing on the Ranged units.

Cannoners, Halberdiers and falconets could and should be the bread and butter of Portuguese armies.

Imagine having France focusing on the Anglo French wars of the 15th and 16th century instead of Napoleonic era so they dont overlap with the British.
