Hey guys. I live in Canada and I’m unable to preorder the game. Is it available to preorder in Canada or is it just that the store has not been updated yet?

For the CIS countries (Russia, Ukraine, etc.), prices are lower for games.

Because the cost of living and cost of things is cheaper in Russia. This is fairly standard for stores that deal in international transactions.

Im certainly part of the group that gets dicked over by regional pricing the most (low-income person in a high-income country) but let me try to explain that a bit more.
The world’s economy depends on different income levels to function. For example, A manager can hire a house maid to do the tiding up, so he has more time doing the managing. If there was income equality, the job of the house maid couldn’t exist as she would cost as much as you earn during the time and thus would be unaffordable. Now this principle applies to the entire econemy and it’s often getting out of hand with some persons getting more money than they could ever spend and some persons not beeing able to live off their job is a constant problem. But that’s a problem for politics.
Now the same principle also applies to to countries as well, for example the west is basically living off the cheap labour in china. But there’s lots in between and so on. It’s really many factors, but the core principle is that income inequality is needed.
Now if you have a digital product, it has a one-time developing cost, but copying it is purely digital and thus is basically free. Meaning everyone can be supplied with the product, but not everyone can afford it for the same price. Regional pricing is an imperfect method to adress that. What they are basically wanting to do is a percentage based pricing, based on income, instead of an absolute pricing. Since it would conflict the laws to do that on a person-by-person basis, it’s done on a country-by-country basis with the countries income-average.
