Prelate still gets stuck in endless loop when inspiring Mangonel

Steps:
Move prelate next to Mangonel (with the warrior inspiration tech researched).

Expected behavior: Prelate inspires Mangonel and then moves on to other units.

Actual behavior: Prelate inspires Mangonel repeatedly and unsuccessfully.
