The Hans civilization has max population for free without the need for houses. As they cannot build houses, the respective villager’s action slot is empty. However, selecting a village and pressing Q and Q, which would normally prepare houses for placement, results in offering barracks (infantry) for placements.

Here’s the steps to reproduce the issue:

  1. Play as Huns
  2. Select a villager
  3. Pres Q (opening a non-military build menu)
  4. Pres Q again (build a house, which is not available for this civ)

A Barrack building gets ready for being placed on the field.

Keep the build menu open, but do not do anything for the second Q.
