[PUP] Incendiary Arrows doesn't properly apply to Tower Elephants

  • Tower Elephants(Bow) do not benefit from Incendiary Arrows at all

  • Only “Newly produced” Tower Elephants(Howdah) are affected by IA.
    (if I produce TEs and upgrade howdah first, then upgrade IA, those elephants won’t get IA. but new ones will get IA)
