Random graphical bugs when testing custom scenario's

Issue:

When testing scenario’s some graphics can be swapped randomly

Reproduction Steps:

1. Create a scenario with a few different buildings (have not been able to reproduce this consistently)
2. Test the scenario, some graphics will be swapped with others

After a bit of testing the rotation of the unit seems to matter as well, the screenshot below shows a galley with the graphics of a demo ship, but it is only like this when rotated like this.
