Random units and techs disabled despite civs having access - no pattern or visible cause

Since yesterday, all civilizations have begun to have the same exact issue with available techs and units, regardless of their tech trees.

The Long Swordsman upgrade does not show as the dark preview box until the player reaches Castle Age, nor does the civ-specific UU upgrade icon show until Imperial, and the Two-Handed Swordsman and Champion upgrades are not accessible at all. The Steppe Lancer and Hei Guang lines are not accessible at all, nor is the Arbalest, Heavy Scorpion, Paladin, or Halberdier. For the American civs, the Eagle Warrior upgrade is not available in any age.

Here’s the steps to reproduce the issue:

  1. Load the game.
  2. Start the game.
  3. Try to access any of the aforementioned units and see that they are not there.

The units are supposed to be there.

Notice the distinct lack of Eagle Warrior upgrade being there.

Notice that the Long Swordsman upgrade is not visible. It will be once Castle Age is researched.

Notice the lack of Arbalester, a unit which Maya do get. It is disabled, not just invisible.
