Reducing the map size in the scenario editor crashes the game

Reproduction Steps:

Here’s how to reproduce the problem:

1. open the scenario editor
2. pick any map and generate it on a large size a few times
3. change the map size to a smaller size
4. hit generate and the game will often crash
5. if not, try again. It is quite reproducible.
