Aztecs (and only Aztecs) can't build walls properly

GAME INFORMATION BUILD #: 100.12.6847.0 PLATFORM: Steam OS: Windows 10 ISSUE EXPERIENCED Aztecs can only build single tile (tower) walls and full-length sections of walls, but they can’t build the smaller connecting parts inbetween; it’ll show up fine on the preview, but then the foundations just won’t get laid down.
