when using select flare type hotkey after changing it for first time and next, the hotkey does nothing, even restarting the game.

Here’s the steps to reproduce the issue:

1. change select flare type hotkey
2. use it
3. see how it works
4. create another skirmish
5. see how the hotkey doesnt work anymore
