The French Revolution (Napoleonic Era) currently feels economically stagnant and contradictory. Sans-culottes lose their villager tags, completely ignoring standard Home City cards (like Mint or Refrigeration) and Age V scaling. Meanwhile, cards like “Grande Armée” punish the economy, and the “Guillotine” serves as a generic food shipment instead of a tactical choice.
To resolve these balance issues and provide a high-risk, high-reward tactical gameplay loop, I propose the following interconnected rework:
1. “The Napoleonic Code” (New Card)
Cost: 1500 Coin.
Effect: Grants a Capitol Wagon or a Military Academy. Directly unlocks all Imperial-level economic upgrades (Age 5) for Mills and Estates, and permanently increases Sans-culottes gathering rates by +10% (removing the +25% building cost penalty).
2. “Foreign Legions” (New Card)
Cost: Free.
Effect: Unlocks the Military Academy. Grants a permanent +30% HP and +30% Attack bonus to all Mercenaries trained by France to compensate for losing the Age V Mercenary Contractor.
3. “Reign of Terror” (Rework replacing the current Guillotine card)
Cost/Sacrifice: Instantly sacrifices 50% of your civilian units (Sans-culottes) and 25% of your current military forces.
Effect: Grants a permanent +15% HP and +15% Movement Speed to all surviving military units and civilians for the remainder of the revolution.
4. “Patriotic Fervor” (Rework replacing the old Guillotine functionality)
Effect: Grants Sans-culottes a permanent +15% gathering rate bonus. Additionally, grants a +5% Attack bonus to ALL units (Civilians, Regular Military, Mercenaries, and European Native Allies).
5. “Grande Armée” (Rework of the existing card)
New Cost: 1000 Coin.
Effect: Grants all Imperial military upgrades to military units and artillery with a -50% discount on their resource cost. The original penalty that increased the creation cost of Sans-culottes by +25% is completely removed.
“Napoleonic Era” (Cost Rebalance)
New Cost: 2500 Food and 2500 Coin (Increased from 1789 Food / 1815 Coin).
Effect: Unlocks the Age V limits for French revolutionary forces (Carabiniers and Napoleon Guns)
It's not a bot, and the cost increase is for balancing purposes, since the Napoleonic Era would feature two new cards—Foreign Legions and Patriotic Fervor; if the cost seems a bit high, it's because I forgot to edit it down to 1850 food and 1875 coin .
and to note the point, the cost are supposed to be the years of the War of the Second Coalition Until the end of the napoleonic wars
The whole revolt is supposed to be you giving up your economy for a giant army push turning your entire state into a military machine that may not last like napoleon, not a late game do whatever you want civ
It may seem unfair, but at that time, despite being at war, the French Empire was the second-largest industrial and economic power in Europe, trailing only Great Britain. For this reason, including cards like “Foreign Legions” and “Patriotic Fervor” means leveraging the second-largest industrial and economic engine on Earth to generate military power for an aggressive “all-or-nothing” offensive, thereby perfectly capturing the historical reality of Napoleonic era and there is a sacrifice involved with the Reign of Terror card
Not replacing the guillotine, but rather modifying it to better suit the context of that era. It also needs like the German Confederation a card that unlocks Capitol upgrades.
If you read anything on the topic, youll quickly figure out, that napoleons french empire was notoriosly out of money and economically in complete shambles. Hell, they sold louisiana for a reason (yes, i know there were also other reasons for this). Napoleon tried to boost the economy with his continental blockade, but that didnt fix anything and instead destroyed what was left. The french empire was unsustainable and was only kept somewhat afloat by its huge military successes. Relying on war reparations, looting and tribute of vassals is not a stable basis for financing a givernment.
When I mentioned the context, I was referring to the function or the changes that card brings about: instead of providing wood, gold, and bonus damage against heroes, it grants a boost to the hit points and speed of both civilian and military units at the cost of eliminating or sacrificing a large portion of them to reflect the mass executions that took place during that era.
