Here’s the steps to reproduce the issue:

1. revolt to romania (using russia)
2. send “Rosior Dragoons” → dragoons are trainable from forts
3. send “St. Petersburg Guard” from russian church → replaces rosior dragoons with counter dragoons

rosior dragoons are trainable, not counter dragoons
