Worst of all, they are not cheap or poor quality units like Haudenosaunee and Russia, they are very strong units.
I think that if they want to nerf it, they should adjust some shipments that consume influence and maybe change the factor of exchange of cows for resources.

They could nerf fattening rate in age 1. They essentially start with roughly 350W and 350G, on top of the food, which is essentially the biggest starting resource pile in the game. This allows them to easily build forward bases and cheese their way into age 2 victory, or simply skip age 2 completely and do a FF without ever gathering coin.
