Start a singleplayer game with the Scandinavia Map, select the Random Map or Regicide game mode. Notice how you spawn with 27 villagers even though you didn’t select empire wars mode

Here’s the steps to reproduce the issue:

  1. Start a singleplayer game with the Scandinavia Map
  2. Select the Random Map or Regicide game mode
  3. Notice how you spawn with 27 villagers even though you didn’t select empire wars mode

Same for me, is it normal ?

Must be a simple mistake in the RMS. You’re still in Dark Age, so it’s not actually Empire wars
