I’ve done ‘Pack Your Trunks’ and ‘Future’s So Bright I Gotta Wear Shades’ both twice and they have not registered as completed. With the latter I’ve killed 100’s of units with the toll outposts as Malians
However ‘Siege Engineering’ did unlock without me even trying for that one.
No cheats, no mods all the requirements met.
