Second out of sync in a row leads to "game expired"

We went from a nearly back to back OoS error into the respective savegame, however the second time we got the “game expired” notification.

It occurred one time, but it’s a bit hard to reproduce :slight_smile:

Here’s the steps to reproduce the issue:

  1. Go OoS
  2. Reload game (and end up with 0 food or coin depending on trade civ but that’s another bug report)
  3. Go OoS again
  4. Game expired

Lobby loads and game can continue
