Clicking the select all idle military units hotkey leaves out units that are idle

Here’s the steps to reproduce the issue:

  1. Load the attached recording
  2. Select the player playing turks
  3. Go to minute 53:32
  4. click the select all idle military units hotkey
  5. In the middle of the map, there is an idle jannissary with 5HP that does not get selected next to a bombard cannon that is selected

All idle military units should be selected

I had this issue recently; there was an archer not doing anything but still was not being selected by the hotkey. Problem was, even though he was still (not moving nor going anywhere), the UI signaled it as being active, showing the STOP command icon with the open hand image. Once I used the stop command on said unit, the game would properly select it through the hotkey alongside other idle units.

It happened while playing in Return of Rome (final scenario from The ascent of Egypt campaign).
